In her official remarks, TSC CEO Dr. Nancy Macharia admitted that:
“Over 178,000 teachers have remained in the same job group for years due to serious budgetary limitations.”
She explained that while the Commission requires at least Ksh 35 billion to implement the CPG fully, only Ksh 2 billion has been allocated.
“Despite our efforts, the limited funding from the exchequer has significantly slowed down our ability to promote teachers as per the Career Progression Guidelines. We are aware of the frustration this causes and are working with Parliament to seek more funding,” she added.
The Committee appreciated the honesty but challenged TSC to prioritize equitable promotions and use digital tools like the TSC online services portal and TPAD TSC systems more effectively.

- From 2023 to 2025, 151,611 teachers have been promoted.
- 75,090 of these were promoted through common cadre mechanisms.
